Sandy Walters of Kelly & Associates Insurance Group (Kelly Benefits) appointed to the Task Force to Study Cooperative Purchasing of Health Insurance by Governor Larry Hogan

ANNAPOLIS, MD – Governor Larry Hogan has appointed Sandy Walters, Chief Industry Information Officer of Kelly & Associates Insurance Group (KELLY), to Maryland’s Task Force to Study Cooperative Purchasing of Health Insurance.

The Task Force was created in October 2018 by Chapter 307 of House Bill 1400: State Employee and Retiree Health and Welfare Benefits Program – Employees of Qualifying Organizations. Its purpose is to study models of cooperative purchasing of health insurance and recommend the benefit options that should be offered to nonprofit organizations qualifying and electing to participate in the State health plan as well as county, municipal corporation and county board employees and their retirees. The Task Force will also recommend ways to minimize and combine administrative costs, favorably transition these employees to new plans and make other recommendations to control costs while offering a variety of health benefit plan choices.

The Task Force will report its findings and recommendations to the Governor and the General Assembly by January 1, 2020 and is scheduled to operate through September 30, 2022.

In addition to his primary role at KELLY, Sandy serves as the Executive Vice President and Senior Consultant for KELLY Benefit Strategies as well as a member of KELLY’s Executive Management Team. Sandy brings to the Task Force more than 35 years of operational leadership and employee benefits/insurance industry knowledge.
